GULF_FSS
Mission
GULF_FSS is a UIR ATC service operating as part of VATAME. It provides unified ATC services in the Near East Gulf region, using a single ATC position.

Operations
ATC services are provided for the following 9 FIRs, above FL150:
OSTT Damascus, ORBS Baghdad, OIIX Tehran, OEJD Jeddah, OBBB Bahrain, OMAE Emirates, OYSC San'aa, and OOMM Muscat.
UIR may issue flight clearance to IFR departures at controller discretion, while no relevant underlying ATC position is online.

Procedures
GULF_FSS provides full UIR radar services, its FSS suffix is used as temporary workaround for extended ASRC operating range. The issue will be resolved in a future upgrade.
Pilots and controllers must review individual FIR information, for details about policy, procedures and aeronautical information.
The UIR controller may issue at his discretion, flight clearance to IFR departures, while no relevant underlying ATC position is online.
VATAME staff may approve on prior request additional ATC services outside or below the control area.
A controller logged-on must stay online and provide services for at least 30 minutes.

Handover
From UIR to underlying CTR
Once CTR is online, UIR will immediately handoff all aircraft within that CTR airspace.
From underlying CTR to UIR
Before leaving, CTR will handoff all traffic above FL150 to UIR.
From APP to UIR
While no underlying CTR is online, underlying APP will handoff all traffic climbing through FL150 to UIR.
From UIR to APP
While no underlying CTR is online, UIR will handoff all traffic destined to underlying APP control areas when descending through FL150.
